Make a Tier that was Played for fun last gen official (Tier Shift Monotyppe)

Last gen, on main server, tier shift Monotype became common for tournaments, and became a fun tier to play. It is similar to regular monotype, but gives a lot of pokemon who only need a small boost to be OU level the ability to do just that, creating more variety and giving certain types a needed boost. Tier Shift monotype should be an official tier so that with the tournament hosting ability of frost server it can be played more often.
